Government respondents were asked whether they're actively trying to engage with civic application developers to build apps using their organization's data.open data initiative. Responses are grouped by type of government and are presented in % of respondents who selected each option. This questions was not a multi-select.

Respondents who said, "yes, we have an open government mandate" were then asked if the mandate included the creation of a centralized datasite (or data catalog). Responses are tabulated by type of government showing the % of respondents in each group who selected, Yes, No, or Unsure.

Respondents who said "Yes, we have a mandate" were then asked to specify how that mandate was enacted. Sample size: 153.
